仮定法現在について。

The accountant advises that the budget not be changed until the end of the fiscal year.
という文章について、「that節の中の動詞は、なぜ原形を使っているのか？」
という質問ですね！(the budget not be changed になっているのはなぜか？)
これは、TOEICコースで使用している「文法完全攻略」には
記載がありませんが、TOEIC頻出の文法項目です。
「提案・要求・命令などの動詞・形容詞のうしろのthat節では、
動詞の原形　または　should + V を使う　　」
というルールがあるんです。
（文法上は　“仮定法現在”　という項目に該当する内容ですが、
別にこの名称を覚える必要はありません。）
これはもうルールなので、知識として覚えて 納得するしかありません。
以下、いくつか例文を記しておきます。
Our daughter suggested that we become a host family, so we did.
娘が私たちもホストファミリーになるべきだと言い出したので、始めました。
However, it is strongly suggested that studies be conducted on the drug substance and drug product under accelerated and stress conditions.
しかし、原薬及び製剤について加速及び苛酷条件での試験も実施することが強く望まれる。
Around that time, a friend of hers suggested that she open up a Japanese restaurant in the large, new office building that her friend was building in Portland, Oregon.
その頃知人に、ポートランドに大きなオフィスビルを建てるので日本食レストランを入れてくれないかと勧められた。
“he”や”she”が主語ですと、三単元の”s”がつくはずなのに、
動詞の原形　を入れているところに注目です。
